Dubai’s Green Leap: New Policies Drive Sustainability and Transport Efficiency

Dubai is making significant strides towards a more sustainable future by implementing new policies and regulations aimed at enhancing public transport efficiency and environmental protection. These initiatives include a surge in public transport usage, the expansion of e-scooter operations, and a comprehensive ban on single-use plastics, all contributing to a greener, more livable urban environment.

Dubai’s Public Transport Revolution

Dubai’s commitment to sustainable urban development is evident in the remarkable increase in public transport usage. The Roads and Transport Authority (RTA) reported that public transport and shared mobility systems, including the metro, tram, buses, taxis, ferries, and e-hail vehicles, served over 360 million users in the first half of 2024. This surge has effectively removed the equivalent of 1 million vehicles daily from the roads.

  • Public transport’s share increased from 6% in 2006 to 19% in 2023.
  • Daily average ridership reached 1.98 million in H1 2024.
  • Each bus removes 50 vehicle trips, and each train removes 500 vehicle trips daily.

Abdul Mohsin Ibrahim Kalbat, CEO of Rail Agency at RTA, emphasized the critical role of public transportation in creating sustainable urban environments, highlighting its positive impact on reducing traffic congestion and carbon emissions.

E-Scooters: A New Era of Urban Mobility

In a move to further diversify its sustainable transport options, Dubai has expanded the operation of e-scooters across 10 districts, with plans for further expansion into 23 new areas. This initiative, which began its trial run in October 2020, has seen e-scooters complete approximately half a million trips.

  • Initial phase covers areas like Sheikh Mohammed bin Rashid Boulevard, Jumeirah Lakes Towers, and Dubai Internet City.
  • Selection criteria included high population density, proximity to metro stations, and integrated infrastructure.
  • E-scooters are seen as an effective solution for short distances and first/last-mile trips.

Mattar Mohammed Al Tayer, Director-General and Chairman of the Board of Executive Directors of the RTA, stated that the e-scooter expansion aligns with Dubai’s goal to improve quality of life, promote sustainable transport, and make the city a preferred destination.

Cracking Down on Single-Use Plastics

Dubai has implemented a phased ban on single-use plastic bags and products, effective January 1, 2024. This resolution aims to protect the environment, encourage eco-friendly lifestyles, and promote the use of reusable products.

  • January 1, 2024: Ban on single-use plastic bags.
  • June 1, 2024: Ban on non-plastic single-use products, including bags.
  • January 1, 2025: Ban extends to plastic stirrers, table covers, cups, styrofoam food containers, plastic straws, and plastic cotton swabs.
  • January 1, 2026: Ban includes plastic plates, food containers, tableware, and beverage cups with plastic lids.

Violators face a fine of Dh200, which doubles for repeat offenses within a year, up to a maximum of Dh2,000. Exemptions apply to thin film rolls for packaging, garbage bags, and products intended for export or re-export.

Dubai’s Vision for a Green Future

These policies are part of Dubai’s broader vision for sustainable development, as outlined in the Dubai 2040 Urban Plan, which aims to transform 60% of the emirate into nature reserves. The RTA also maintains strict regulations for public transport, including a comprehensive fine list for metro violations, ensuring safety and order within the transit system. These combined efforts underscore Dubai’s commitment to becoming a leading sustainable city.
