The Dubai 2040 Urban Master Plan, launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, is a roadmap for sustainable urban development over the next two decades. Building on the vision of Sheikh Rashid bin Saeed Al Maktoum, the plan aims to transform Dubai into a city that fosters human values, possibilities, and an environment where people can thrive. It seeks to strengthen Dubai’s global competitiveness by offering diverse lifestyles and investment opportunities, ensuring the highest standards of urban infrastructure and facilities.

Key Pillars of the 2040 Plan

  • Sustainable Urban Development: The plan prioritizes efficient resource utilization, the development of inclusive communities, and a significant increase in green and leisure areas.
  • Expansion of Nature Reserves: A remarkable aspect of the plan is the designation of 60% of Dubai’s total area for nature reserves and rural natural areas, promoting environmental sustainability.
  • Enhanced Mobility and Connectivity: Green corridors will be established to connect residential areas, workplaces, and service areas, facilitating pedestrian and bicycle movement.
  • Focus on Key Urban Centers: Development will concentrate on five key urban centers: the historic Deira and Bur Dubai, the business hubs of Downtown and Business Bay, the leisure destination of Dubai Marina and JBR, the new Expo 2020 Centre, and the technology hub of Dubai Silicon Oasis Centre.
  • Increased Public Amenities: The plan includes a substantial increase in land allocated for hotels, tourist activities, commercial activities, education, and health facilities. Public beaches are set to expand by 400% by 2040.

The Master Plan addresses this growth by concentrating development within existing urban areas and increasing population densities around mass transit stations. The plan also integrates the Hatta Development Plan, focusing on enhancing the area’s natural and tourism attractions while protecting its environment.
