Dubai is making significant strides in prioritizing mental well-being with the launch of its comprehensive "Mental Wealth Framework." This initiative, spearheaded by the Dubai Health Authority (DHA), aims to foster a culture of mental wellness, reduce stigma, and enhance accessibility to support services for all residents. Key components include a new AI-powered self-help app and enhanced training for healthcare professionals.
Dubai’s Commitment to Mental Well-being
Under the directives of Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the DHA has introduced the "Mental Wealth Framework" to align with the Dubai Social Agenda 33. This framework emphasizes awareness, early prevention, accessibility, and innovation in mental health care. The shift in terminology from "mental health" to "mental wealth" is a deliberate strategy to destigmatize psychological well-being and promote a more positive, holistic view.
Key Initiatives Launched
- AI-Powered Self-Help App: Set to launch by the end of the year, this app will offer daily strategies, tips, and techniques to build mental resilience. It is designed as a tool for self-care and stress management, not a diagnostic platform.
- GP Training for Early Detection: The DHA has trained 125 general practitioners (GPs) and family physicians to identify potential mental health issues in patients presenting with physical ailments. This proactive approach aims to catch "red flags" early.
- Anti-Burnout Sessions: Recognizing the pressures of modern life, the DHA is collaborating with public and private entities to offer anti-burnout sessions for employees, providing practical stress management techniques.
- Expansion of Psychiatric Beds: To meet the growing demand for mental health services, Dubai plans to double the number of psychiatric beds in both government and private hospitals by the end of 2025.

The "Mental Wealth Framework" is built on the principle of creating a supportive environment where every individual can thrive. It encompasses ten initiatives planned over five years, with an investment of AED105 million. The framework aims to integrate various services, including early detection, intervention, enhancement, and prevention, catering to all segments of society.
Strategic Objectives and Future Outlook
The framework’s strategic goals include developing a comprehensive care model, empowering educational staff and parents to support students’ psychological development, and increasing community satisfaction and happiness. Research and innovation are also central, with plans for studies to continuously measure and improve psychological and community stability. This inclusive approach targets high-risk groups such as children, women, the elderly, people of determination, and individuals with chronic illnesses, ensuring that Dubai continues to be a leading destination for quality of life.
